Package python-utmp has license

This was previously ok, but it is not correct in SPDX that Fedora uses now.

There is guidance how to convert it https://docs.fedoraproject.org/en-US/legal/update-existing-packages/#_copyright_only

but when I check the tarball I do not see any reference to license. Any license. Or public domain dedication.

I advise to contact upstream and ask them about license of the code.
