CLIPS 6.4.1 was released in April of 2023, could this version be packaged for Fedora?

I updated clips in rawhide.

I did not push the update to F41 and older, as new clips releases tend to break things.

If you need the updated version on F41 or older, maybe creating a COPR is the best solution.
