Description of problem:

The click trigger for the notifications panel icon is inconsistent. It gets triggered only when the bell icon is clicked and not when the cursor is slightly away from the bell icon but still within the box.

Steps to Reproduce:
1. Deploy a ceph 8.0 cluster
2. Log into the dashboard and access the notifications panel from the top right of the landing page
3.

As mentioned in the description

Expected results:

Click trigger must be consistent and work anywhere within the box for the notification icon
