This used to be required by moby-engine but was removed in https://src.fedoraproject.org/rpms/moby-engine/c/8c217e23ac6fce73859022e3e6f8002d09e5324d?branch=rawhide.

Moby-engine will use pigz to decompress gzip layers faster when it is available so we should include it and the package should at least recommend it if not directly require it.
