We have an openQA update notification test that has been failing on KDE since 6.1.90 landed in Rawhide (20240917.n.1 compose). It is also failing on F41 since today's compose - the first one since https://bodhi.fedoraproject.org/updates/FEDORA-2024-13d7e4577f (6.1.90 for F41) landed.

The test ensures an update is available, then starts KDE, gets to the desktop, and waits ten minutes. After ten minutes, it expects to see a specific notification of available updates in the tray - the "up-arrow-in-a-circle" notification icon.

This is not the case in current Rawhide. Looking at the test video, during the ten minute wait, a transient update notification appears. After it goes away, a *generic* tray icon appears - the 'ringing bell' icon which just lets you know there's *some* kind of notification. But there is no permanent notification icon which specifically means "updates are available", as there used to be.

When this broke before, I was told to report it as a bug, that this is not expected behaviour. So I'm following that precedent here.

I'll at least propose it as a Final blocker for F41 (which is also affected) per "The default graphical package manager for a given software type must appropriately: ... Notify the user when system updates are available (taking into account the intended frequency of such notifications)"

it's a bit subjective, because there *is* some degree of notification. But it's easy to miss the transient notification (it doesn't appear for terribly long, you could be AFK or just not looking at the screen), and the generic permanent notification doesn't really scream "updates are available".

Is a process named `DiscoverNotifier` running in the test rig when the problem happens?

If it is, does the expected icon appear in the system tray's popup?

The openQA tests use the official Fedora KDE build, in this case it is the https://openqa.fedoraproject.org/tests/2905508/asset/iso/Fedora-KDE-Live-x86_64-41-20240925.n.0.iso.
We only use the ISO file "as is" to install Fedora and perform the testing on it. If it contains `DiscoverNotifier` and if it is set up to be running, it should be running. 
To see if the service runs in that ISO, I will check manually in a VM and will report back here.

In the above mentioned ISO, I cannot find any running process with the name `DiscoverNotifier`.

ps aux | grep does not return anything useful on "DiscoverNotifier", "discovernotifier", "Discover", "discover", "Notifier", or "notifier".
