Description of problem:
LC rules are not shown in the dashboard for buckets owned by RGW accounts
Version-Release number of selected component (if applicable):
ceph version 19.1.1-97.el9cp
How reproducible:
always
Steps to Reproduce:
1. create a rgw account 'RGW12345678901234568' under a tenant 'tenant1'
2. create a rgw bucket 'tenant1/new-alice-bucket-8' owned by the account.
3. upload a few objects to the bucket and apply a LC policy (transition objects to the cloud)
Actual results:
In the dashboard we don't see the LC policy listed
Expected results:
In the dashboard the LC policy should listed as with other buckets owned via the RGW users.
