Could you please branch and build libdca for EPEL 10 ?
It is needed to build another package.

Modern FFmpeg can decode dca (aka dts), without using this library.

Vlc is pending removal (altough in 4.0, but it should apply to vlc-3.x)

Can we revisit this library usage in Fedora before evaluating the epel10 introduction?

So far, libdca is used in theses (at runtime, maybe some BR are still set for other components).
