This seems to affect every branch that version 28.0 was pushed to: rawhide, f41, f40, f39, epel9, and epel8.  I've left -1 karma on all those updates to prevent them from being automatically promoted to stable.  It seems that when updating to that version, the libs subpackage was dropped, but the devel subpackage still requires it.
