Closing as NOTABUG since we are not building haproxy with QUIC support at this point (ie. OpenSSL does not fully support QUIC yet). On a related note, I just updated haproxy to 3.0.5, which included the fix for this issue. If/when we enable QUIC support, this will not be an issue.
