This bug was initially created as a copy of Bug #2314429

I am copying this bug because: 

It's never advised to run with this set to False in any recent RHEL kernel. Note: we are going to also attempt to flip the default in neutron in https://bugzilla.redhat.com/show_bug.cgi?id=2314429 but having this set in triple too would be more bullet proof.
