FYI cargo-vendor-filterer is officially compatible with cargo-lock@10, and the tomcli dependencies manipulation can be removed once available (presuming cargo-lock@10 also uses toml).  Getting this into EPEL 10 is also needed to unblock cargo-vendor-filterer there.
