Now we're in freeze and preparing for F41 release, we need final fedora-release and fedora-repos packages. fedora-release must have a Release of 1 or higher (to avoid pre-release warnings on some images), fedora-repos must have updates-testing disabled.

Proposing as a Final blocker per "No notices or alerts about pre-release status may be shown as part of installation or critical path actions on release-blocking desktops." and "A fedora-release package containing the correct names and information and a fedora-repos package containing the correct repository configuration for a final Fedora release must be present on release-blocking images and the appropriately versioned generic-release package must be available in the release repository." - https://fedoraproject.org/wiki/Fedora_41_Final_Release_Criteria#Pre-release_notices
