nwg-panel calls swaymsg when it should use miraclemsg in MiracleWM, resulting in commands not working

Reproducible: Always

Steps to Reproduce:
1. Go to the panel
2. Click on lock
Actual Results:  
Nothing happens

Expected Results:  
The screen locks

Proposed as a Freeze Exception for 41-final by Fedora user ngompa using the blocker tracking app because:

 Having the panel work in the spin would be good so people can exit the environment or reboot the system or such from the GUI without using the terminal...

This also needed a miracle-wm fix too: https://github.com/miracle-wm-org/miracle-wm/pull/260

This is all included in the update.

+3 in https://pagure.io/fedora-qa/blocker-review/issue/1731 , marking accepted. However, we already have an RC and no obvious new blockers, so this will only get in if we need a new RC for some other reason, sorry.
