Please branch and build arpack in epel10

If you do not wish to maintain arpack in epel10,
or do not think you will be able to do this in a timely manner,
I would be happy to be a co-maintainer of the package (FAS tdawson);
please add me through https://src.fedoraproject.org/rpms/arpack/adduser

The Fedora rawhide package of arpack builds on epel10 without any changes.

RHEL 10 hasn't even been released yet.

Indeed, but while RHEL 10 hasn't been released, CentOS Stream 10 is available and EPEL 10 is currently using that.
It is thus perfectly fine to branch and build arpack for EPEL 10 now.

arpack is needed for armadillo.
armadillo is needed for gdal.
gdal is needed for opencv.
opencv is needed for frei0r-plugins.
and finally, frei0r-plugins is needed for ffmpeg, which once available will unblock a lot of packages.
