Review notes:

* Package follows packaging guidelines
* Package builds and installs
* Package licensing is correct and license file is installed
* No serious issues from rpmlint

Note: you probably don't need all the VERGEN and snapshot hash stuff for this package as I doubt it changes significantly between tags. You should probably drop it to clean up the package.

Recommended post-import tasks:

- set up package on release-monitoring.org:

- add @cosmic-sig with "admin" access as package co-maintainer

- set bugzilla assignee overrides to @cosmic-sig

- track package in koschei for all built branches
  (should happen automatically once rust-sig is co-maintainer)
