The rawhide package builds fine on epel10: https://koji.fedoraproject.org/koji/taskinfo?taskID=125532180

It is also installable. Including the cffi extra.

Will you be able to branch and build python-zstandard in epel10?
I would be happy to be a co-maintainer if you do not wish
to build it on epel10 (FAS: churchyard).
