.Buckets created by tenanted users do not replicate correctly
Previously, buckets created by tenanted users on secondary zones did not replicate correctly. As a result, bucket owners must avoid using tenanted users to create buckets on secondary zones.
With this fix, buckets should only be created on primary zones to ensure proper replication.
