Description of problem:

Please update GraphicsMagick to latest for EL8/9 
The current builds are over 2,5 years old.

A test build of the rawhide branch (1.3.45) passes on EL9. 
EL8 needs a conditional for "libheif-devel" (not available in EL8).

JFI: 1.3.42 passes on both (EL8/EL9)
