I'd like to +1 this, 1.14.1 fixes a bug in .0 where utf8proc was added as a dependency but some of the cmake glue was missing.

I'd like to second this. I've been running up against the same bug with regards to Utf8Proc trying to update valijson:

CMake Error at /usr/lib64/cmake/Poco/PocoFoundationTargets.cmake:70 (set_target_properties):
  The link interface of target "Poco::Foundation" contains:
    Utf8Proc::Utf8Proc
  but the target was not found.

Any plans on updating POCO to 1.14.1?
