Please branch and build samtools in epel9.

Hi Rob,

Seeing the following Fedora dist-git samtools repository, we have not been maintaining the EPEL 10, 9, 8.

Are you are a user or a packager? Do you want to maintain the EPEL packages by yourself?

I am currently user but would be more than happy to give maintaining this package a go, it is something we use extensively.

I spend more time maintaining things like samtools in EasyBuild these days, but will help where I can.
