ELN crypto-policies is basically CentOS 10 crypto-policies, and it ships a different default for this newly introduced gnutls option.
Conditional skip or not checking the default should fix it.
The proper fix seems to be to turn it into a configure option and check what the library defaults to, not what c-p sets.
