I believe that the SPDX license expression of "BSD-3-Clause-No-Nuclear-Warranty" is actually incorrect for this package. Looking at the COPYING file present in the tarball of the source code, there is no mention of any nuclear restrictions, and it appears that was intentionally removed from the license in 2006 (https://github.com/ipmitool/ipmitool/commit/58ea8803f9817ef2618ce770ee34eed97f6283e7).

I believe this is probably closest to the "BSD-3-Clause-Sun" license (https://spdx.org/licenses/BSD-3-Clause-Sun.html), however you may need to confirm that.
