rcssmin 1.2.0 came out in November - and 1.1.2 came out in October 2023; Fedora is still on 1.1.1 which is blocking updating python-django-compress to get it ready for Python 3.14

Can we get rcssmin updated, and also turn on release monitoring? Looks like Anitya already detect 1.2.0 as available. Only the main admin can toggle monitoring status it seems, I'm an admin via python-packagers-sig but can't toggle it.
