amd-smi depends on PyYAML (https://github.com/ROCm/ROCm/issues/3049), but `dnf install amdsmi` does not bring in `python3-pyyaml`.

Reproducible: Always

Steps to Reproduce:
1. Run `dnf install amdsmi`
2. Check that `amd-smi --help` fails to initialize with an import error.
3. Run `dnf install python-pyyaml`.
4. Check that `amd-smi --help` runs successfully.
