Description of problem:
Icons are missing from the tool-bar

Version-Release number of selected component (if applicable):
29.4

How reproducible:
100%

Steps to Reproduce:
1. dnf install emacs
2. emacs -Q

Actual results:
Tool-bar is missing icons

Expected results:
All tool-bar icons to display

Additional info:
The tool-bar icons in Emacs are XPM and the loader is not installed. Installing the gdk-pixbuf2-modules-extra package fixes the issue. The Emacs package needs that package added as a dependency.
