papi failed to build from source in Fedora rawhide/f42

Please fix papi at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
papi will be orphaned. Before branching of Fedora 43,
papi will be retired, if it still fails to build.

A pull request has been filed upstream for papi to address this issue with gcc15 failing to build papi:
https://github.com/icl-utk-edu/papi/pull/306

There is a scratch build rpm with the patch that successfully built on rawhide:

Have patches in papi-7.1.0-7.fc42 that allow the rpm to build.
