Doc Text:	.RGW services of older versions can now read and decode the new object manifest correctly Previously, during the Ceph 8.0 release, a modification was added to the encoding and decoding of RGWZoneGroupPlacementTier that inserted data into the middle of the at-rest structure. Due to this, the older version of the RGW clients were not able to decode the new object structure. With this fix, a code is added to correct the order and also to read the new structure in all the existing versions. As a result, RGW services of older versions can now read and decode the new object manifest correctly.	Story Points:	---

Description of problem: In 8.0 a modification was added to the encoding and decoding of RGWZoneGroupPlacementTier that inserted data into the middle of the at rest structure. A fix has been produced that can read this structure in all existing versions (v1, v2, and v3), and we want 7.1 to be able to read this as well.
