Please branch and build python-docutils in epel10.

Checking right now, it seems to build fine on EPEL from the rawhide branch content. See this scratch build: https://koji.fedoraproject.org/koji/taskinfo?taskID=129198174

Hello, python-docutils is available in CentOS Stream 10 and RHEL 10 (AppStream), hence no need to branch in EPEL: https://gitlab.com/redhat/centos-stream/rpms/python-docutils
