Drop support for Standard Test Interface (STI) tests in Fedora CI and Zuul CI for Fedora 43 and later.

The number of packages that are actually affected (they are also gating these tests) is very minimal:
Lmod
NetworkManager
booth
cpio
criu
fprintd
libvarlink
lksctp-tools
pacemaker
python-augeas
python-dasbus
sbd
uglify-js

(I did filter all orphaned, assigned bugs, etc.)

I think we could just focus on converting these, go agead with the STI disablement on F44 and F43 and keep the remaining bugs open for those who do not have gating enabled to also migrate.

I have prepared the PRs for disabling STI tests, and am looking into converting the remaining packages that have gating. It should be safe to go forward with this since the dependent packages do not need to be rebuilt or would require a beta freeze exception or anything I believe.
