You are now a collaborator of this package for all epel* branches. Thanks. I tried to create the EPEL 10.0 & 10 branches but the releng ticket got stuck (for example see https://pagure.io/releng/fedora-scm-requests/issue/72673). I suspect that the problem is that this package apparently used to exists on CentOS side before being retired: https://gitlab.com/redhat/centos-stream/rpms/python-jupyter-core I have pinged privately Carl to see what can be done to fix this issue. When EPEL branches are requested they are checked against CentOS compose metadata to determine if it should be allowed. https://pagure.io/fedora-infra/toddlers/blob/main/f/toddlers/plugins/scm_request_processor.py#_942-995 That check is coming back ok, so this should be allowed. The error message is indicating something else: > Creating a new reference/branch is not allowed in this project. Checking the API, it seems that the hook "prevent creating new branches by git push" has been enabled. https://src.fedoraproject.org/api/0/rpms/python-jupyter-core/settings/plugins With that enabled I'm not sure that new branches can be enabled.
