This is already fixed in abseil-cpp-20240722.1-1.fc40, https://bodhi.fedoraproject.org/updates/FEDORA-2025-f1288edd80.

You can confirm this by comparing the sole commit in https://github.com/abseil/abseil-cpp/compare/20240722.0...20240722.1 to the fix https://github.com/abseil/abseil-cpp/commit/5a0e2cb5e3958dd90bb8569a2766622cb74d90c1 that was linked from https://nvd.nist.gov/vuln/detail/CVE-2025-0838.
