python-migrate BuildRequires python3-nose.

python-nose will be retired from Fedora 43. Please drop this requirement or retire python-migrate as well.

python3-nose was deprecated  in Fedora for 5 years.

Automation has figured out the package is retired in Fedora Rawhide.
