/etc/init.d/ciped is started before and stopped after netfs. Therefore, if
/usr is on a NFS server, start will fail (/usr/sbin/ciped-cb).
netfs shutdown will also fail (ciped-cb still running) before killing 
ciped-cb.

ciped is no longer a service.
