Description of problem:
Build fails because of failing test_docs test, already noticed on F42 mass rebuild and fixed in rawhide temporarily

Version-Release number of selected component (if applicable):
geos-3.13.0-1

How reproducible:
always

Steps to Reproduce:
1.rebuild geos from epel10 branch under centos-stream 10
2. build error occurs at ctest stage under %check
3.

Actual results:
build fails

Expected results:
build succeeds

Additional info:
epel10 branch is missing the following fix from rawhide to fix the issue (for now)
