perl-XML-Parser-2.47-6.fc43 fails to build in Fedora 43 because a test fails:

A difference between passing and failing build root is at <https://koschei.fedoraproject.org/build/20061493>. An upgrade of libxml2 from 2.12.9-2.fc42 to 2.12.10-1.fc43 looks suspicious.

The failure is caused by an upgrade expat from 2.6.4-2.fc42 to 2.7.0-1.fc43.

Fixed by update expat to 2.7.1-1.fc43
