I was able to find the issue. This is a race condition which happens about 30% times on my side. User needs to set different layout on Workstation installation. The issue is that we are reading localed values for each call between checking the value and then using it. This was rejected as a blocker on the basis that it doesn't seem to happen commonly enough to block the release for, and the 'workaround' is fairly obvious (just reboot and try again). FEDORA-2025-3f6a3ddd2d (anaconda-42.27.12-1.fc42 and anaconda-webui-33-1.fc42) has been pushed to the Fedora 42 stable repository.
