Version 1.14.0 introduced a new dependency on utf8proc-devel. This is a build requirement for POCO, but also for packages building against POCO. Thus the devel subpackage should explicitly require utf8proc-devel.

This is needed in addition to the CMake configuration issue for Utf8Proc fixed in 1.14.1 as mentioned in bug 2329685.
