This is a tracking bug for Change: Deprecate The Gold Linker

The goal of this change is to deprecate the binutils-gold subpackage of the binutils package.  This will allow its eventual removal from Fedora.

I see that 'dnf repoquery --provides binutils-gold' says 'deprecated()',
the gist of the change is done.
