I want to request including libcxx in epel9 and epel10 as we need it for chromium build in epel 9/19

See https://bugzilla.redhat.com/show_bug.cgi?id=1895690 for previous request for EPEL 8. I don't think anything has really changed, we can't ship libcxx in EPEL because LLVM in RHEL is rebased for every y-stream release.
