Steps to Reproduce:
1. reboot - watch error logs (secure-log)
2. polkitd: Error opening rules directory: Error opening directory “/run/polkit-1/rules.d”: No such file or directory (g-file-error-quark, 4)
polkitd: Error opening rules directory: Error opening directory “/usr/local/share/polkit-1/rules.d”: No such file or directory (g-file-error-quark, 4)

Actual Results:
polkitd: Error opening rules directory: Error opening directory “/run/polkit-1/rules.d”: No such file or directory (g-file-error-quark, 4)
polkitd: Error opening rules directory: Error opening directory “/usr/local/share/polkit-1/rules.d”: No such file or directory (g-file-error-quark, 4)

in /var/log/secure-log


Expected Results:
No errors!

If the directories are "REQUIRED" they should be appropriately created.
If they are not "REQUIRED" their existence can be tested but no error should
be generated unless their non existence creates a security problem.
