Description of problem:

Please branch and build perl-Encode-IMAPUTF7 in epel10.

This perl library is used by the imapsync tool.

I was about to take care of this, as it builds fine and is already present in EPEL 8 and 9, but perl-sig only has commit rights, so I can't request the branch.
