Description of problem:

 Currently EPEL 10 repository doesn't include the python-black package. It would be very useful if that package is included in the EPEL 10 repository.

There has been some discussion about this in bug 2332437. It looks like branching python-black for EPEL10 is probably feasible, but it has not found a willing maintainer.
