Please branch and build tlp and tlp-rdw in epel10

I'm not a maintainer of this package, but I saw someone asking for this on Reddit.  Out of curiosity I tried out an epel10 scratch build from the rawhide branch and it built successfully.

@alexjnewt I saw that you created the EPEL 9 build a few years ago, would you be interested in helping out here and doing the same for EPEL 10?

I actually abandoned this package ages ago.

I would suggest asking the maintainer directly if you want this.

Any volunteers? I don't have the bandwidth nor the means to provide support for epel10.
