It is important to notice that the problem also manifests with nouveau (i.e without Nvidia proprietary driver). Some additional info and context can be found here: https://forums.developer.nvidia.com/t/570-release-feedback-discussion/321956/614?u=andre.ocosta I Just checked with latest kernel from rawhide (6.16.0-rc2), and the problem also manifests, and in a worse way -- internal display fails to initialize at all (not only with wrong refresh rate).
