I have the same problem. This problem wasn't in the 2.6.18 xen kernel. Hm, thats strange. You didn't boot the machine with acpi=off? Because if so, then that would be expected behaviour as the real power off is done via ACPI. But this sounds like a kernel bug, so i'm reassigning it to kernel.
