This is a tracking bug for Change: Stop publishing updates to OSTree repository for CoreOS

Stop publishing new updates for Fedora CoreOS to the cannonical OStree repository at ostree.fedoraproject.org. 
Instead, rely on OCI Images from the fedora quay.io repository.
