Description of problem:
On x86_64 and s390x, redhat-config-printer installs its 2 CUPS filters in the
wrong place:

[root@s390x-3as root]# rpm -ql redhat-config-printer | grep -w filter
/usr/lib/cups/filter/cjktexttops
/usr/lib/cups/filter/textonly
[root@s390x-3as root]# rpm -ql cups | grep /filter$
/usr/lib64/cups/filter

Version-Release number of selected component (if applicable):
redhat-config-printer-0.6.47.3.31-1.s390x

How reproducible:
100%
