Fedora has shipped versions of the `shlex` crate that are unaffected by this issue since before the Fedora 40 mass rebuild, so all packages (that don't build with vendored dependencies) have been built against shlex 1.2.1+ / 1.3.0+ in all current branches of Fedora.
