Description of problem:

Kea does not display an error when service startup fails.

Steps to Reproduce:

1. echo test >> /etc/kea/kea-dhcp4.conf
2. systemctl restart kea-dhcp4.service
3. systemctl status kea-dhcp4.service
x kea-dhcp4.service - Kea DHCPv4 Server
Loaded: loaded (/usr/lib/systemd/system/kea-dhcp4.service; disabled; preset: disabled)
Active: failed (Result: exit-code) since Mon 2025-07-07 09:50:00 JST; 5s ago

Actual Results:

No error is displayed when service startup fails.

Expected Results:

An error is displayed if service startup fails.
