Like every cycle, but unlike every other desktop, we need a kde-settings update to enable the F43 backgrounds for KDE. f43-backgrounds and desktop-backgrounds builds are stable so the new background is used in other desktops and even in KDE's login screen, but not in KDE proper yet.

This is a Beta blocking bug per https://fedoraproject.org/wiki/Basic_Release_Criteria#Desktop_background , "The default desktop background on desktop configurations must be different from that of the last two stable releases", and an automatic blocker per https://fedoraproject.org/wiki/QA:SOP_blocker_bug_process#Automatic_blockers , "The default desktop background in a release-blocking desktop being the same as one of the last two stable releases".
